FMCSA’s Tech-celerator Phase Two Targets ADAS ROI for Fleets

Last Updated: October 20, 2025By

The Federal Motor Carrier Safety Administration (FMCSA) launched the Tech-celerator Now program to boost the adoption of Advanced Driver Assistance Systems (ADAS) within the commercial motor vehicle (CMV) industry. This crucial initiative aims to reduce fatalities and crashes by promoting active safety technologies. Blind-spot warnings, automated emergency braking, and lane departure systems represent key examples of the technologies championed by the program. These tools give professional drivers the necessary assistance to proactively avoid or quickly react to safety-critical events. Consequently, fleet managers are seeing clear results in crash reduction and improved safety scores.

Phase I Established the Foundation

The initial phase of Tech-celerator Now focused intently on understanding the existing barriers to ADAS adoption. Researchers found that hesitation stemmed primarily from high initial costs, concerns about return on investment (ROI), and driver resistance to new in-cab technology. Phase I successfully produced comprehensive outreach materials, including educational brochures and a preliminary ROI Calculator, directly addressing these hurdles. Furthermore, the program facilitated essential research into technical and market influences affecting deployment rates. For a deeper dive into the original findings, the FMCSA’s latest brief on the Phase 1 Report is available for review here.

Tech-celerator Phase II Focuses on Implementation

The FMCSA recently awarded the contract for the second, four-year phase of Tech-celerator Now to Toxcel. This new phase unites major industry players, including the American Trucking Associations’ Technology & Maintenance Council (TMC), the American Transportation Research Institute (ATRI), and the Owner-Operator Independent Drivers Association (OOIDA). Phase II directly addresses the need for standardized practices and practical tools. Therefore, the team is tasked with expanding the popular ROI Calculator and developing recommended maintenance practices for various ADAS technologies. In addition, the program is setting up a national Service Center to act as a crucial educational resource. This ongoing work will ensure that deployment is both effective and economically sound.

Direct Application for Fleet Managers

This initiative directly applies to fleets of all sizes. Fleet managers should view the Tech-celerator program as a trusted, non-commercial resource for making procurement and training decisions. The data being collected by ATRI as part of Phase II, which involves surveying motor carriers on ADAS awareness and deployment, will provide vital industry benchmarks. Consequently, this information will allow fleet managers to better evaluate their own technology stack. Moreover, the updated recommended practices from TMC will help maintenance teams properly integrate and service these complex systems, ultimately extending their useful lifespan and maximizing the investment.
